Department of Enterprise Management

Mandate

Manages enterprise registration, licensing, and compliance monitoring for all enterprises operating under MoIC — covering electricity, energy, mineral processing, industrial enterprises, and MSMEs. DEM is the enterprise licensing and compliance arm that operates across all three industry sectors.

Key Functions

  1. 1Issue and manage enterprise licenses for electricity, energy, mineral processing, and industrial enterprises
  2. 2Monitor and inspect enterprise compliance with licensing conditions
  3. 3Manage enterprise registration, amendments, and licensing registry database
  4. 4Monitor enterprise safety and environmental compliance
  5. 5Manage Government Engineers (ວິສາວະກອນລັດ) and technical coordination
  6. 6Manage Grid Code compliance and enterprise technical standards
  7. 7Facilitate MSME enterprise registration and licensing
  8. 8Develop enterprise management systems, applications, and sector statistics
  9. 9Cooperate with DGM and DoE on cross-sector enterprise compliance monitoring

Rights & Authority

  • Issue, amend, and revoke enterprise licenses
  • Inspect and monitor all enterprises operating under MoIC jurisdiction
  • Create and manage enterprise database systems
  • Take action on breaches of licensing conditions
  • Represent MoIC in enterprise management forums
  • Coordinate with DoE and DGM on cross-cutting enterprise matters
